Bayville - A city for the Gifted

It is the year 2011, Bayville, California is the only city for its kind, there are small towns set up in other states, but this is the only city. The inhabitants here all have one thing in common... powers. The most common power are physic and physical powers. The rarest one are elemental.

This city is constricted with tension. The city is splitting up into two groups the Decretum, who want to take over the school and change how it running and it's rules. They want to show off their powers in the normal human world, they don't it to be kept a secret. They also want to revolutionize the world by having everyone be like them.

Then there are the Emineo; they are the ones who don't want change at all. The want everything to stay how it is; they know revolutionizing the world will have consequence. What if no humans survived the change? They mostly want everyone to intermingle with each other.

Then there are the neutrals, they don't know where to join. Will war start up between the two groups? What will the neutrals do?
